Two things strike me:
1). You must go all or nothing to save money. If you don't, the state will be forced to keep most polling places open in the event that people decide not to mail in and show up in large numbers on election day.
2). Do we really want this? I am all for convenience and helping the disabled but it seems like opening this to everyone only increases turnout among the most unmotivated citizens. I’m all for a more engaged citizenry but higher turnout doesn’t mean people are necessarily engaged on the issues. Do we really think someone who won't make the very small time sacrifice to cast their vote has done their homework on the candidates and issues?
